The GST Council (Article 279A) is a constitutional body that decides GST rates, exemptions, model laws, and disputes. It is chaired by the Union Finance Minister and includes finance ministers of all states. Decisions are taken by a three-fourths majority with the Centre having one-third voting power and states together having two-thirds.
