Key Highlights
- Total expenditure (excluding debt repayment) for 2026-27 is Rs 50,088 crore โ a 23% cut from the 2025-26 revised estimate of Rs 64,657 crore and about 5% below even the 2025-26 budget estimate of Rs 52,708 crore; including Rs 4,840 crore of debt repayment, the budget totals Rs 54,928 crore.
- Fiscal deficit is targeted at Rs 9,698 crore (3.5% of GSDP), a steep consolidation from 6.6% of GSDP (Rs 16,708 crore) in the 2025-26 revised estimates โ but still above the 3% annual limit recommended by the 16th Finance Commission for 2026-31.

Understanding Himachal Pradesh State Budget 2026-27
The Himachal Pradesh state budget is the annual financial plan presented in the state legislature.
