Key Highlights

  • Madhya Pradesh posted a revenue surplus of Rs 8,815 crore in 2018-19 โ€” about 1.1% of GSDP and its largest since 2011-12
  • Fiscal deficit fell to Rs 21,617 crore, just 2.6% of GSDP โ€” back inside the FRBM ceiling and the best ratio of the four-year series
  • Total expenditure (net of debt repayment) rose a modest 5.8% to Rs 1,72,092 crore
  • Revenue receipts grew 11.5% to Rs 1,50,392 crore, with tax devolution of Rs 57,353 crore the single largest source
  • State GST delivered Rs 18,619 crore in its first full year, alongside Rs 9,903 crore from sales tax/VAT on fuel and liquor and Rs 9,542 crore from state excise
  • Own non-tax revenue spiked 46.6% to Rs 13,288 crore, an outsized jump driven by mining and other receipts

Understanding Madhya Pradesh State Budget 2018-19

The Madhya Pradesh state budget is the annual financial plan presented in the state legislature. It covers all revenue receipts, expenditure allocations across departments, and fiscal deficit management. State budgets are critical because states handle key development areas including education, health, agriculture, and infrastructure.

Madhya Pradesh Revenue Sources

State revenue comes from three sources: own tax revenue (state GST, stamp duty, excise, vehicle tax), non-tax revenue (fees, fines, interest), and transfers from the Centre (share of central taxes as per Finance Commission recommendations, plus grants-in-aid for specific schemes).

Fiscal Deficit and State Borrowing

Under the FRBM framework, states target a fiscal deficit of 3% of GSDP. States can borrow from the market via State Development Loans (SDLs), and the central government also provides loans. The RBI manages the borrowing calendar for states to ensure orderly market conditions.
