Tripura Budget 2026-27 Analysis & Highlights

Key Highlights

  • Tripura's gross budget outlay for 2026-27 is Rs 34,212.31 crore; net of Rs 544 crore debt repayment, total expenditure is Rs 33,668 crore, up 5% over the 2025-26 revised estimate and 7.2% over the original 2025-26 budget of Rs 31,412 crore.
  • Fiscal deficit is estimated at Rs 6,752 crore on the standard (PRS-comparable) basis, 7% lower than the 2025-26 revised estimate of Rs 7,294 crore; the state's own budget documents report Rs 3,343.99 crore by excluding Rs 3,408 crore of the Centre's 50-year interest-free capex loans.
  • The state budgets a revenue surplus of Rs 1,616 crore in 2026-27, its fourth consecutive surplus year, though down 26% from the Rs 2,173 crore revised estimate for 2025-26.
  • Capital outlay is pegged at Rs 8,394 crore, 12% below the inflated 2025-26 revised estimate of Rs 9,488 crore but 22% above the Rs 6,887 crore originally budgeted last year; public works alone takes Rs 2,191 crore (26% of capital outlay).

Understanding Tripura State Budget 2026-27

The Tripura state budget is the annual financial plan presented in the state legislature. It covers all revenue receipts, expenditure allocations across departments, and fiscal deficit management. State budgets are critical because states handle key development areas including education, health, agriculture, and infrastructure.

Tripura Revenue Sources

State revenue comes from three sources: own tax revenue (state GST, stamp duty, excise, vehicle tax), non-tax revenue (fees, fines, interest), and transfers from the Centre (share of central taxes as per Finance Commission recommendations, plus grants-in-aid for specific schemes).

Fiscal Deficit and State Borrowing

Under the FRBM framework, states target a fiscal deficit of 3% of GSDP. States can borrow from the market via State Development Loans (SDLs), and the central government also provides loans. The RBI manages the borrowing calendar for states to ensure orderly market conditions.
