About the Maine Budget
Maine's budget is reported on two bases. All-funds spending covers the general fund, federal grants, and dedicated funds together; the general fund is the discretionary portion funded mainly by state income and sales taxes, and it is what most budget debates are actually about.
Like almost every US state, Maine is required to balance its operating budget, so it manages downturns through its rainy day fund rather than by running deficits. Capital projects are typically financed with bonds and sit outside that requirement.
